Put vaseline on it and wear facemask for a while.

Apply lactic acid 50% on your lips. It will remove all the dead skin off your lips and bring out new smooth lips which you can maintain with chapstick or vaseline. Applying vaseline on already dead/chapped lips is useless. LA is the only thing worked for me.
