How to fix dry ass skin

I have a skin condition called pityriasis alba which cause my skin to be dry especially around my cheeks and causes uneven skin color. I have normal / oily skin on my nose and forehead but dry everywhere else. How should I get glowing skin.

doesnt that stop sebum production which makes my skin even dryer? or am i wrong
