You can do the following:

1. Grow lashes using either minox/ latisse
2. After a bit of growth, darken the lashes.

This is really all you can do, puberty will help also. Mark as solution on the right

Directly on where you want hair growth.
To darken it you need to dye it with dark brown beard dye.
