How to fix eye area?

Of course I have brown eyes. Also they hang down a little bit at the top. I smoke but will eye drops fix it?

I might, I have Anisometropia. Im proscribed glasses and contacts but I don't wear them because the contacts make my eyes swell more.

I’m assuming it’s not curable so just grow out your lashes with the ordinary lash serum maybe touch up eyebrows , but mainly eyelashes will maybe make it less noticeable
