How to fix flat+recessed maxilla

I went to my dentist and I had X-rays done. Going generally based off of my molars and the general look of my mid face it is very fair to say my maxilla is recessed and flat. But I can never really get a straight answer on what to do to attempt to fix it. Do I get marpe and rph? Braces and an expander. I just am not too sure. I also have a underbite if that means anything.

maxilla isn't too important in terms of projection, as normally it only affects the side. I'd worry more about other things but good habits and surgery
 
Surgery will probably be required maybe marpe can fix it but a Le Fort will be necessary most likely
