How to fix negative eye vector

I found and booked a surgeon for canthoplasty and lower eyelid retraction for my eyes for next year but when I looked on his website it said that he doesn't consider candidates with a negative eye vector (which most people with bad eye area have so he should jfl). Would zygomatic implants fix this?
