how to fix paper thin eyebrows and overall eye area

Topical minoxidil: no/ low results.
Rapidlash: low results but ran out before anything major.
Eyelash peptide: high results but I'm focused on eyebrows.
Dying: substantial results but only lasts 3-4 days on my oily skin type. (could dye again though I have some left over)
