How to fix rough, stiff, and dry hair?

My hair for the past few years has been really rough, fairly stiff, and always goes up even though I would like it to fall downward so I can actually develop an actual hairstyle. My hair type is straight, perhaps with slight waviness. What should I do to make my hair softer, not stiff, and make it not go straight up no matter what? I read the hair guides and conditioner has helped but I'm not there yet, should I simply apply conditioner more often or cut out shampoo or something? thx

All products used should be specifically for your hair type and as lightweight+natural as possible.
1.Wash with a gentle shampoo once a week first use warm water,wash off with lukewarm water and then cold.
2.After washing use a lightweight mask,possibly protein hair mask and leave it for 10-15 minutes,wash off with cold water
3.Apply a good lightweight moisturizing product on damp hair after washing
4.use a small amount of a good oil-argan,almond,maybe a little bit of castor oil
5.EAT enough protein
6.no styling products for at least 2 months

use hair oils, argan oil can help
