How to fix western birth rates

I was inspired to make this thread after watching this video

Now, the solutions in my thread are only possible if their is a totalitarian dictator with military backing in charge of a western country, this can be any western country you think of.
1. Deportation of all ethnics no matter legal status, ideal would be to deport anyone not of the same ethnicity, so a Pole in Germany would be deported. Why do this? Because the introduction of foreigners means the native population have to compete for the same resources with even more people, thus decreasing the likelihood of having offspring. An example of this is housing costs
2. Banning of all dating apps/lewd apps. Tinder, instagram, snapchat, any app used primarily to hookup would be banned. Yes foids will still try to get with chad but this should lower hoeflation at least a decent amount. Why do we need to lower hoeflation? So that women use their prime years for children instead of fucking chad.
3. Sex outside of marraige become criminalized. i know this seems ludicrous to achieve but i believe if we brought back medeival punishments for fornication could be done. A inquisition for degenerate acts would be set up and anyone reporting degenerate acts would be guaranteed half of the accused wealth if they are guilty. Given enough time society will see whores and adulterers as disgusting and naturally repel them.
4. Taxation of childless adults after 20.
The only exception would be incase of infertility. This would obviously incentivise foids and chads to have children earlier.
5. AOC lowered to 15 or 16. Foids are already sexually active at that age and It'd be better if they were having children instead of being degenerate whores. A 24 year old is not a pedophile somehow for liking a teen with fucking fertility indicators and shit.
6. Foids banned from working in important jobs. The reason a lot of foids stopped having children is to focus on their careers. Take that away and now their is no other option than motherhood
7. Ban all seed oils and endocrine disrupting products from being placed in food.
Not only does this fuck with fertility but it fucks with the attractiveness of males making it unlikely for a foid to have children with them. By fixing this we will be creating more attractive males meaning foids won't just be fucking the top1%.
8. Free plastic surgery for males.
Same goal as solution 7, create more attractive males for women to settle down with and have children with.
