How to fraud double jaw surgery?

So I'm slightly recessed, I would like to have double jaw surgery for free government sponsored, what do I complain about to them?

I have little jaw pain when opening it really wide or when chewing a lot, when I keep my mouth open for long time(at dentist for example) I then can't close it

What additional complain may j have to manufacture to convince them to give it to me for free? It needs to be something that impairs my everyday life

That has nothing to do with jaw bone, its masseter i think
