and i wanna either reach natural looking seaweed hair like tokita ohma or constant wavy hair (as in waking up like that)

Yes, given that it's done by someone who knows their shit, they do the correct length and rod size, it's absolutely possible. You can look on YouTube "japenese perm" and see how niggas with basically straight hair come out with wavy. People with looser curl patterns also do perms to get much tighter curl patterns, so there's a lot of customization on your final look with perms.

You would do the exact same process, and, except first you need to get rid of your natural curl pattern. Note that obviously, this just applies to any hair you have in your head, so any new growth will have your natural curl pattern, hence why you need to redo it every 3 months...
You can get a perm, first have your hair chemically straightened, and then through the process of a curly perm. It's not permanent, but it lasts about 3 months, so long enough I guess

I'M NOT SURE, but I think this would run you like 200 dollars or so, maybe more, maybe less depending on the salon. (DO NOT GET A PERM AT A BARBERSHOP BRO)

Yes and no. You're literally changing your hair texture, so you would have to still do a hair routine, but adapted for wavy hair, you cannot escape hair care no matter what curl pattern you have

Honestly, Curly can look better than wavy/surfer if you actually know how to treat it right and be dedicated, do your research and trust me brother, ur gonna rock that shit hard.

i got a perm last year and it lasted me like 8 months

Oh well, I've heard that they can last between 3 and 6 months, less or more depending on the hair growth rate, but the length I hear the most often is 3 months, hence why I said that. But yeah, lucky you I guess

Keratin treatment and then decide how curly the perm will be, the curlier the longer it lasts usually

Idk other guy told me he got a perm and it lasted him like 12 months

keratin for straightening, then do a softer perm so you dont end up with curls, but waves instead
