You can in fact lose fat on a surplus. If the surplus is small and being used for muscle building, then fat loss may occur despite weight going up, but this is only really feasible in relatively untrained people who begin a solid training program with good nutrition, etc.you cannot lose fat on a surplus, just eat at a slight bulk and then cut once your satisfied with your weight
