How to get around Scandinavian customs?

I wanna order some dut tazerotene etc and the besg solution seems like indiamart, how do i make sure there is the lowest risk possible of customs taking it since customs really are a bitch over here

order small amount and if it gets seized you didn't lose a lot
don't order a $20 order and when it comes place a $400 one though, slowly increase amount

Basically you are gambling but the chance of customs seizing your package is incredibly rare
