only if you can find an individual person who is willing to sell it to you, but institutions or website are legally required to ask for id verification as far as I know

You need to use services that don’t have know-your-customer (KYC) and have p2p.

With p2p you basically buy or sell Bitcoin with other people with various methods like bank transfers, paypal, maybe gift cards and etc.
You can also go to a real life Bitcoin atm which I once did and needed no verification, go here:
