This happens when you hang out a long time around other people, you talk to them, you find things you have in common and after about 50-100 hours of spending time together, you can become friends...
Obviously, the easiest places for this to happen is in school, high-school, college, where are you are around other people for 5-6-7 hours each day, there are a lot of breaks, plenty of opportunities to socialize and those 50-100 hours required to become friends can happen very fast, and after several weeks you can easily start to hang out with them outside school and do other stuff and activities.

After college, it's very difficult for people to get new friends, most people already have social circles & friends and there simply aren't that many opportunities to hang out with other unknown people for long periods of time and eventually bond together. Workplaces provide limited opportunities - people tend to be of different ages, most of them already have friends, families, the work can be pretty hard and competitive, there's not much time to simply chat and relax with your work colleagues, and few of them will be willing to spend time outside work with new people.

Don't act like this is how you make friends. I'm sure it is if the person you are trying to befriend is "lesser" than you, but otherwise it doesn't work like that.
