Probably cheek implant which also cover under eye since cheekbones make undereye support, but it costs about 1500-4000 for the implant and less than 1000 for the filling with fat (which i wouldn't advice for a men), not 20k wtf ? where do you live?

Even barrett already had nasolabial folds during his youth in certain lighting, it's a problem not necessarly linked to maxilla. Fat pads depth plays a very important role too, it is a problem that has many causes and in this case op's maxilla is fine. He need more fat in the undereye region if he doesn't want to invest into implants.
