How to get rid of hanging skin underneath chin/neck

Ive noticed that i have loose skin that makes me look fat under my chin. When i mew the skin tightens up and it goes away. I also have posterior pelvic tilt and poor forward head posture due to an overdeveloped upper back.

Is there a way to get rid of this skin other than mewing
The subhuman treatment is insane when my skin is showing. Am i just recessed?
