How to get rid of love handles and excess fat when you’re not overweight? Skinny-fat

I look normal with a shirt on, maybe even skinny but I can visibly see fat when I am naked. Rolls, love handles, a bit of man titty, etc.

How does one go about fixing this? I’m in puberty so I don’t wanna starve myself
