how to get rid of red acne marks?

these marks aren't going and it's been a year or so. I have them around my jaw.

I believe there is a laser treatment for them aswell, also could be acne scars tho

Azelaic acid 15%, focus on moisturising and low Exfoliation.

Ablative laser skin resurfacing probably the only way.
