How to get rid of super dry skin?

My skin sheds like a fucking reptile. The skin on my face is especially dry and flaky so it makes my face look even worse than it already is. Creams and lotions don't do anything for it, it stays dry no matter how much and how often I use them. Soap/shampoo aren't an issue either. Any ideas?
