depends on harmony and other factors such as under eye circles and aegyo sal. chico has pct but his upper eye fat let them look a little tilted negatively but he still has the best eye area a human has ever had prolly, look at this morph in this thread https://looksmax.org/threads/rating.1236151 eye shape didnt change but eye circles dissapeared which lets the eyes look positively tilted

negative hooding is when the fat drops negatively, in the outer part, thats the worst type of hooding

idk about the latisse cuz it would also cook your under-eye, not only because of fat loss, but because of periorbital darkening
