Oral minoxidil does both. tbh from what ik seems like the best option out of all of these

For just eyelashes: latisse, eyelash serum, castor/rosemary oil
Be careful with applying the first two since they can cause orbital fat loss/sagging

Topical minoxidil CAN work on both eyelashes and eyebrows but I recommend only using it on eyebrows since it’s rumored to cause orbital fat loss/sagging when applied to the lashes
