How to improve my cooked eye area

Always felt eye area lets me down heavily, currently cope by wearing glasses and everyone says i look much better with glasses on than without so.. Would be helpful to know all the flaws and what i need to do to fix

bad eye color, bad uee, eye bags
lower lashes could be darker and longer
