sometimes hooding changes the older you get. But you have to try pdo threads or undergo fat graft to either remove hooding or fill in the rest of the hooding

Your eyelids arent the issue. You aren't softmaxxed yet. Tint eyebrows / get minox / latisse for eyelash / curl eyelashes / dye eyebrows
