Hi I am 5’11 and 140lbs at 18. I know it’s victim weight so that’s why im here. How can I gain build lots of muscle while staying lean? I have a good frame, I want to work with it.

140is crazy you have a good frame but you are very small, eat in a surplus of 100-250 and make sure you hit your protein atleast 0.8g/lbs.
Also train and or flex them better

Yeah I grew up with an ED so im very behind. I’ve slowly put on weight but I haven’t seen any big changes. I’ll start eating in a surplus, but are there any muscle groups I should really prioritize?

Prioritise Shoulders and lat, for you maybe the chest and neck too

Great shoulder potential, work on them and don't forget to your upper back too. As it's been said before, only way to build more muscle/make new gains is to be in a caloric surplus. You don't have to overdo it (regarding ED) but a small surplus is enough and will require more patience. There is no other way around it.

Start roiding, a surplus of ~100kcals, do high protein/carbs and not more then ~30g of fats if your enhanced. High frequency split and try to progressively overload every session (microload,reps,tempo etc)

just do a lean bulk if u want to stay lean and if you dont have a problem being a bit overweight then do a normal bulk then cut

If you want an absolute mogger physique then yeah start roiding. Ideally get to 180lbs 10% bf before doing that
