AR sensitivity is entirely genetic, the only thing he has control over is the actual androgens.

if its purely genetic then yeah just blast roids

Androgen receptors are enzymes that are directly transcribed from dna, their sensitivity depends on the strand of the gene that you have. It doesnt get more genetic than this
