No your goal with surgery should be to improve your ratios. Some ratios are unfixable though like fwhr, es, nose length/middle third length. A good lower third is the result of good ratios/angles + angularity/low bf

If you face is normal length your ramus doesn't need to be long. Normal range is fine. Absurdly long ramus means you will either have a habsburg chin or you will look like minecraft steve.

But if you REALLY want a longer looking ramus the number one step is to debloat.
