How to increase strength it's either stuck at same weight to maintain form or use momentum and half rom to progress

Wtf should I do I notice if I focus on form and range of motion i stay at the same weight but by lifting heavy with less rom it still is better as I can at least progress than stay at same weight for a long time how do u guys increase strength
