are you sure a long philtrum is part of that? Wouldnt the philtrum be short if the entire lower half of the face is short too?

Lefort down-graft and BSSO + sliding vertical genioplasty should fix it yes depending on whether your chin is measurably short or if it's just a very deep bite creating a deep mentalobial fold/appearance of shortness. You're better off asking deformed users, my jaws are good, my only affliction is being ethnic
