I've been to three different universities(also to plenty of other schools, courses, activity clubs, organizations and other places), so I have quite an extensive knowledge on how to make friends and fit in social circles.
In many places if you don't "vibe" with the people, if you don't think, talk and act the same it will be very difficult for you to be accepted, it's better to simply walk away, and try your luck in another place.
In some places I encountered hostility from the start, while in others people were more inclusive, forgiving, less judgemental, so I easily fitted in.
Obviously you need to be the one who makes the first step, is friendly, talkative, goes and chats with people, invites them to hang out, go out, etc., but if you aren't the same as the others it will be difficult to become friends with them.

Damn, it's a difficult language. I was surprised how they literally had a different word to translate every country and even basic objects
