how to make my eyes more noticeable

Hi so I have almost green eyes or like hazel eyes idk, but they look like brown or black?
Just when I use lighting (sun...) they are little bit noticeable.
I have dark hair and dark thick eyebrows and im tanned, is that why?

im thinking about doing my brows lighter and they will pop out more but idk
