I'm 6'7 and have wide collarbones. But my shoulders are so fucking small they have little muscle.
 
Do lateral raises to failure

Lateral raises, overhead presses, reverse fly's or face pulls.

You want to proportionately build your entire shoulder and that means you must target all three heads of the shoulder.
Anterior head, lateral head, and posterior head. (Aka front delt, side delt, rear delt.)
Look up some videos online or something
