I'd go on melanotan but it darkens the skin complexion too.

My goal is to be white as snow but with dark black eyebrows, and somehow I also need to change my eye color from dark blue to light blue

No ways but if you eyebrows are dark aleready just try minox; it thickens the hair and looks darker. Worked for me

Or buy black dye every 3 months
