How to rate someone?

How do you all acually rate someone on a scale of 1-10. I understand what numbers are what tier (as in 4 is ltn, 6 is htn etc.) But i don't understand how you all actually deduct points starting from 10. Which flaw deducts how many points and what plus points adds more points. Like if someone has a recessed chin, for eg jeremy meeks, how many points would ya'll deduct for that flaw?
