I'm guessing doing cardio is the best way? or maybe strength training

by being in a caloric deficit. You eat less than your caloric maintenance, and you will start loosing fat. The bigger than deficit, the more fat burn. So you can pair it up with cardio and burn even more. Or just eat less food and you will start loosing fat but it will take longer if you dont do cardio.
