If they're recessed then it's very likely that you will have a recession

The infra bone is not supposed to protrude beyond your eyeball. If it did you would be deformed.

It's the combination of bone, fat, and skin, that should be protruding beyond your eyeball.

It's more likely in that case I would say. On the other hand, if one has a negative orbital vector, it's extremely likely their infraorbitals are recessed. It's very unrealistic to have completely 0 fat in that area, even if you had the worst genetics possible. There could be lack of fat sure but it shouldn't ever cause a negative orbital vector alone.
