"Tone" dosent exist

It just means you gain muscle mass
 
I mean I just want muscular looking legs but not big

just squat till you get your desired results

believe me, nobody ever got "too big" by accident

and do heavier weight at lower reps - closer to a power lifter type workout

It is dumb to be scared of getting too big. If you get to a size you like with muscle then adjust your sets/rep/ and weight. It's not that hard.

If getting big was easy to do overnight every guy would be walking around jacked.

You won't get bigger hips so no need to worry about that.
Focus on Romanian deadlifts but honestly I would also train legs if I were you.
Squats and classic deadlifts have done the job for me.
