You don't need weights at all to do neck curls and get a thick neck in a couple of weeks. It has to be able to adapt rapidly or else the risk of death in combat by kinetic force to the cranium increases exponentially. So natural selection chose for rapidly adapting muscles in that area, making the neck the most attractive muscle group.

Ask a martial arts or boxing coach since fighters seem to incorporate it into their routine. Neck curls are more than enough in my experience.
