How to uncrease eyebrow density, not thickness ?

I already perfectly thick eyebrows, but they are kinda scattered around towards the end. Is there any way to not increase the thickness of the already existing hairs but instead grow new extra hairs around ? I already use castor oil but it just seems to thicken, maybe topical minox + dermapen ?
