Consider what an identity is for a normal person. Once you think about it, there's not much that is "essentially you"; we just use a lot of different things that are associated with the same "person" and that as a whole becomes their identity.

Unofficially, this includes stuff like their physical appearance, their family members, their job, the stuff they have registered "in their name" with the government and so on.

But officially, in most walks of life in the US, what your "identity" comes down to is having:

• ⁠A place of residence, where you get mail from the government.
• ⁠Proof of date of birth (passport, birth certificate etc)
• ⁠Proof of social security number or an alternative

So ultimately while there are a lot of different methods, the basics are the same; get a proof of birth, use this to socially engineer your way into receiving the other things.

The most commonly used method goes something like this:

• ⁠Go through the obituaries and find someone around your age, then scout them out to try to make sure they don't have much family or a lot of friends if it's possible.
• ⁠Go to their county and tell them some cockamaney story about how you were living outside of the country for 20 years, and need a copy of your birth certificate.
• ⁠This will be enough to net you a marriage license. This can be used in lieu of an SSN in most states. You will also need to go to the Social Security Administration and get a letter that you were never issued an SSN. This isn't hard. I have no experience with this but I believe you generally need to show them your birth certificate and say your parents never applied for an SSN.
• ⁠Alternately you can just try to find out their SSN and simply assume it. Most people don't end up reporting deaths to the SSA. It should be good for a fairly long time and use it to get other stuff.
• ⁠You can get proof of residence a couple of different ways. One is that you can call up their utility company and ask them for paper copies of their recent bills. Some others are to break into their home/car and steal their insurance papers, or other documents. You can also use a homeless shelter as an address, but you need a letter from them.
• ⁠You can use this to get a driver's license issued, and use that to conduct your everyday life, along with your already acquired documents.

You don't even need to go into this depth for most things, like what "spies" might use. That might just be assuming a false name, having a believable backstory and sticking to it.

They're gonna ask you for your ID, passport, etc. - they don't give birth certificate copies to anyone just like that.
