How would you fix/improve this face?

I see some traits that are considered good here (good IPD, overall facial width, strong chin, hairline could be saved), but the overall impression is an ugly face. What would you do to fix it?

I'd start with washing the grease out and getting a decent haircut. I'm not sure what kind of haircut would fit him, though. Also, the thin, arched eyebrows look kind of gay. Not sure what to do about those though (I have heard bad results from minoxidil on the eyebrows.
