For those that don't known Indus Waters Treaty was signed in 1960,n agreement which allocated control over the waters of the eastern rivers (Beas, Ravi, and Sutlej) to India and the western rivers (Indus, Chenab, and Jhelum) to Pakistan but all these rivers emerge from India and flow into Pakistan so India cutting off the supply means Pakistan's entire punjab region known for its fertile land will become useless. In other words no water for Pakistan because indus is their main source.

The Cabinet Committee on Security (CCS) of India, convened and decided to suspend the Indus Waters Treaty until Pakistan "credibly and irrevocably abjures its support for cross-border terrorism"

Tbh this is still a big move. Pakistan is mainly a agrarian economy and relies on water from the Indus system. Any disruption could devastate crop yields. This is more significant than something like URI.
