Hunter eyes are widely recognized as eyes that are deep-set in the orbital socket, with a positively tilted canthal tilt (or, at the very least nuetral/slightly positive) with minimal-to-no upper-eyelid show, low-set brow position relative to the superior orbital rim, and an overall elongated/almond shape with minimal-to-no scleral show/visibility. The result? An intense chad-shadowed, focused appearance.
Prey eyes are shallow-set, bulging, high scleral show/visibility. These eyes are typically described/accepted as "Surprised," "Shocked," "Trustworthy," and things we don't associate with a masculine archetype.
Canthal tilt is the angle between your medial canthus (Inner eye corner) and your lateral canthus (outer eye corner), measured against a true horizontal line. Positive = outer corner higher by a reasonable margin. Neutral = both eye corners are equal in height within a reasonable margin. Negative = outer corner lower by a reasonable margin.
Most people will fall between 0 degrees and 10 degrees positive. People typically find anywhere between 5-8 degrees positive the most attractive, or "ideal" beauty standard. The canthal tilt is the reason so many models are successful. Imagine if Jordan Barrett had the same tilt as Dillon Latham; he wouldn't be as renowned as he is currently.

The bones are the number one deciding factor between someone having chad "hunter eyes" or being an MTN forced to squintmaxx. Your supraorbital rim determines your upper eyelid exposure. When your supraorbital rim is low set and projected, it creates the intense, murderous literal "hunter" look. The Infraorbital bone is responsible for the low sclera show, the supported, well-rested, youthful look. When your infraorbitals are recessed, you end up "tired" looking, or having eyes that "protrude" more(in reality, they aren't protruding more; they're just unsupported). This will also lead to sclera showing (which we don't want). When you have projected infraorbitals & low-set projected supraorbitals, you achieve "deep set eyes", which are one of the most important qualifications for having hunter eyes. Having well-developed infraorbitals is one of the more "lucky" features, as most people's infraorbitals are recessed to hell.
Soft tissue plays a major role in how the eye area is perceived. The thickness and positioning of your fat pads, skin, and muscles can make or break you. When you're lacking in soft tissue and have hollowed-out, "gaunt' eyes at 16 years old and 24% body fat, this is an indicator of soft tissue insufficiency(Or structural deficiency, or both). If paired with a weak structure, your eyes will literally resemble a pug's. When you have "nice", voluminous soft tissue, you end up having plump, healthy-looking eyes. (This applies in other areas as well, ofc.). As you age, your fat will thin, gravity will bring your face down, and more and more of your structure is visible. If you have gaunt, traumatized soldier-looking eyes at 18, just imagine what you'll look like at 14% body fat at 60 years old.
Sexual dimorphism is yet another huge factor in determining whether you have a masculine or feminine cutecel eye area. Male orbitals are supposed to develop thicker and more prominent, leading to deeper-set eyes. Specifically, the brow bone. The majority of orbital development occurs across childhood and puberty, with hormones influencing their development directly(Yes, you hoping your infras will grow 4mm at 18 is cope). This is why some people have God-tier orbitals, and why some have these ugly fucking pug eyes. Timing is key. Facial growth is not linear whatsoever. Many male features become more pronounced during late puberty(NO, NOT YOUR INFRAS. GET IMPLANTS OR FILLER). The reason behind this is simply final bone maturation and soft tissue changes. However, genetics are law. If you're not lucky, you need to moneymaxx and surgerymaxx ASAP.
The orbital structure cannot be meaningfully changed in an aesthetic manner without gaining muscle, fat, or water in the area, or getting fillers or surgery. (If you bonesmash it'll most likely be asymmetrical as fibrosis doesn't heal evenly)
With that being said, if you gain fat in your infraorbital fat pad and your supraorbital fat pad, they'll automatically look significantly more developed. The same goes for muscle.
Other factors that you can improve include inflammation, moisture levels, scarring, milia, lack of blood flow, etc.
Surgical improvements include but are not limited to:
Under eye & upper eye fat grafting (More fullness & projected appearance)
Infraorbital and Supraorbital rim implants (Literally more projection)
Canthopexy (More positively tilted eyes)
Canthoplasty (Wider, more positively tilted eyes)
(Non-surgical, but invasive)

With that being said, if you gain fat in your infraorbital fat pad and your supraorbital fat pad, they'll automatically look significantly more developed. The same goes for muscle.
