Hydrocortisone Application

Why do some people recommend rubbing in the hydrocortisone for 5 min and then washing it off? Is it already "sunk in" at that point?

If you leave it on, does AM allow it to act for longer compared to PM? Do you apply it so thinly that it has already absorbed by the time you put on your moisturizer after a couple of minutes?

Cleanse then hydro for 15 min wash it off and apply moisturiser do this in the morning
