Hydrocortosine targets inflammation, your philtrum is due to bone, not skin or inflammation. Also, there is no dynamic between hc and the lips.

Hmm in that lip filler unless your lips are naturally thick, they'll make the illusion of a shorter philtrum

Lip filler doesn't usually migrate much at all but if your upper lip is thick don't do it
