Hydrocortisone for nose

Recently got some hydrocortisone cream and am wondering for the nose do I apply it on the entire nose or on just the lower bit - bulbous area for best results ?

you just apply it on the bulbous part on the very tip, dont coat your entire nose

Also to ask my question again do I leave a thick layer for 5 mins then wipe off the excess then leave it ?
