Hydrocortisone to widen lips?

Greycel here so don't hate if it's a dumb question. I've heard hydrocortisone has a side effect of making skin paper thin. So I was thinking, would using it on lip corners make the skin there thinner and thus make lip cutting slightly easier, again greycel so don't hate if it's dumb
