or tldr yes it lasts in long-lasting changes and pppl say you can use it before going out to shrink your nose more after

It raises the cortisol levels LOCALLY, where you applied it.

You will not see much side-effects from this unless you use alot and do it for a month +

but do not expect it to shrink your alar width unless your nostrils are wide because they are inflamed.
It can make your nosebridge etc look smaller
