Depends on the type of scar.
But derma stamping + silicone gel should improve it.
Then you can go to a cosmetic and do lasering (Laser skin resurfacing)

people often mistake PIE (post acne redness) for hyperpigmentation. Are you sure it's actually hyperpigmentation? if yes use hydroquinone.

if it's PIE then use retinoids (tazarotene works best here) niancimide topically and azelaic acid
