you should get on oral finasteride. you honestly dont need anything else but topical minoxidil 5% once per day can be a good option if you desperately need regrowth too. unlikely at 16 tho

do NOT use a derma roller, use a derma stamp or derma pen instead. Derma roller needles go in at an angle and cause scarring, derma stamp/pen needles go straight in and out.
